Food Plant Wall Standards: Hygienic Panel Guide 2026

Food safety auditors rarely start with drawings. They run a hand along the production room wall, then crouch to inspect the joint where wall meets floor. Most findings come from those two movements: porous surfaces, flaking coatings, and square corners that hold wash water. Those are the usual reasons an Indonesian food plant stalls during certification.

This guide sets out what Indonesian rules actually require of a food production room wall, then turns that wording into panel specifications you can drop straight into a tender document.

What Indonesian regulation asks of a wall

The base reference is Ministry of Industry Regulation No. 75/M-IND/PER/7/2010 on Good Manufacturing Practice for processed food, known locally as CPPOB. It states that interior production room walls should be made of material that is smooth, flat, light in colour, durable, not prone to flaking, and easy to clean. A short sentence, but auditors check each adjective separately.

On the supervision side, BPOM Regulation No. 22 of 2021 governs the CPPOB implementation permit. BPOM Regulation No. 10 of 2023, issued on 12 March 2023 and replacing No. 21 of 2019, governs food safety risk management programmes at processed food production sites. Building condition feeds into both assessments.

Condensed, a food production wall has to satisfy six things.

  • Flat and smooth, so no product residue is trapped.
  • Non-absorbent and able to take pressure washing.
  • Light in colour, so soiling is visible.
  • Free from cracking, flaking, or shedding particles toward product.
  • Resistant to the detergents and disinfectants used in the cleaning routine.
  • Coved sanitary junctions at floor and wall-to-wall corners, never dead square angles.

The international standard Indonesia adopted says the same thing. SNI CXC 1:1969 is an identical adoption of Codex CXC 1-1969 Rev. 2020, established in December 2021 through BSN Head Decree No. 677/KEP/BSN/12/2021, and its third section deals specifically with design of facilities and equipment. For premises supervised by health offices, Health Ministry Regulation No. 2 of 2023 on environmental health uses parallel wording for food handling places.

One figure keeps appearing on provincial inspection checklists: wall areas exposed to water spray should carry a waterproof finish to at least 2 metres above floor level. That number comes from sanitation guidance rather than a panel product standard. Treat it as a floor rather than a target, and in wet rooms run the panel full height to the ceiling.

Turning hygiene rules into panel specifications

Steel facings on the Indonesian market are typically 0.3 to 0.5 mm thick with 1,000 or 1,050 mm cover width. For food production the decisive layer is the finish, not the gauge: a food grade coating that does not chalk, a food grade PET film, or stainless steel facings in the wettest and most chemically washed areas.

Choose the core from temperature duty rather than price. Manufacturer datasheets give thermal conductivity of 0.033-0.038 W/mK for EPS, 0.022-0.026 W/mK for PU/PIR, and 0.038-0.042 W/mK for rockwool. PU/PIR wins in temperature-controlled rooms and cold storage. Rockwool is chosen where a fire compartment is the governing requirement, such as a partition facing a boiler house or a frying line.

Two European standards appear in most tenders: EN 14509 for metal-faced sandwich panel products and their test methods, and EN 13501-1 for reaction to fire classification. Ask for numbered test reports instead of brochure claims. Our fire rated panel guide works through those figures in detail.

Four details that fail audits most often

  1. Dead corners. Wall-to-floor and wall-to-wall junctions left square will hold rinse water. Use coving or a radiused hollow bar with sealant, and keep the radius large enough for a brush to reach.
  2. Open panel joints. A tongue and groove gap without food grade sealant becomes both a moisture path and a microbial harbour. Sealant has a service life, so put it on the maintenance schedule.
  3. Unplanned penetrations. Pipes, cables, and machine mounts drilled after handover without a cover flange expose the panel core to room air.
  4. Exposed fasteners. Screw heads on the production side collect soil and corrode. A hidden screw system costs more up front and far less at audit time.

Zoning, budget and timing

Hygienic walls only work when the zoning lines are clear. Separate raw material, process, and packing areas with full height walls rather than half partitions. People and goods should flow one way from dirty to clean, and higher risk rooms should sit at positive pressure against the corridor. The timing is favourable. The Ministry of Industry recorded 6.77 percent growth for food and beverage manufacturing in the first half of 2026, contributing 41.86 percent of non-oil and gas manufacturing GDP, while the industry association GAPMMI is targeting around 7 percent for the full year. On the compliance side, BPJPH set 17 October 2026 as the deadline for mandatory halal certification of food and beverage products from micro and small enterprises, and physical separation between areas is among the first things checked.

For budgeting, a mid-2026 survey of Indonesian supplier price lists puts installed 50-75 mm PU/PIR wall panel at roughly Rp350,000 to Rp550,000 per square metre, with installation labour alone at Rp150,000 to Rp230,000 per square metre. Wet rooms with stainless facings and full coving sit above that band.

FAQ

Can ceramic tile still be used in a food production room?

Yes, because CPPOB does not ban specific materials. The weakness is the grout. Grout lines absorb water, crack, and then shelter microbes. Panels with a continuous surface and sealed joints remove thousands of metres of grout line. If tile stays, budget for a grout maintenance programme and still cove the floor to wall junction.

What wall panel thickness is reasonable for a food factory?

For internal partitions at ambient temperature, 50 mm is usually enough. Chilled rooms use 75 to 100 mm, while frozen cold storage often runs 100 to 150 mm depending on the temperature difference and the target cooling load. Thickness also adds stiffness, so wall span height feeds into the choice.

Does a food grade panel need a special certificate?

There is no single food grade certificate in Indonesia. What you can ask for is specific evidence: the surface coating datasheet, a declaration of conformity for material contacting or adjacent to food, an EN 13501-1 reaction to fire test report, and mechanical data referenced to EN 14509. That document set is far more useful at audit than a sticker.
